USA Engine Block Heater

I have a 2000 Toyota Avalon. I live in Alaska and I want to install an Engine Block Heater or a Plug Type of heater. Anyone know which I need and where to get it from? Is it a DIY job or should I pay the mechanic $200.00 for the job? Any thoughts would be greatly appreciated! Thank you!

Front, right .Hand.Side
Remove oxygen sensor wire connector & clamp. Remove exhaust manifold & drain coolant. Remove installation hole cover & 2 studs. Remove original silicone sealant from hole. Clean hole surfaces. Secure heater in position with the bracket, bolts & lock washers provided. Connect cordset. Route cordset through opening between right side of bumper & engine under-cover. For Avalon, route cordset through opening beside right side of radiator and under right headlight. Secure cordset to the A/C suction pipe.
Replace engine components removed earlier. Refill coolant, run engine & check for leakage & coolant level.

*FOR THE CORE PLUG HEATER WITH O RING, TOYOTA RECOMMENDS TO USE FIPG TOYOTA SEAL (TOYOTA #00295-00103) ON THE O RING BEFORE INSTALLATION. THIS FIPG TOYOTA SEAL CAN BE ORDERED FROM TCI

NOTE:
Location of frost plug hole is determined from inside vehicle driver's seat position.
IMPORTANT
Deburr chamfer around core hole and use liberal amount of "O" ring lubricant provided on "O"-ring and machined surface on hole.
For models using cartridge heater, coat core hole and cartridge heater (body only, not terminals) with NSCG silicone grease G-624 before install heater.
Route the cord and secure with cable ties to avoid any interference with any moving parts and away from exhaust and hot parts.
NOTE:
Each time you unplug the heater, put the protective cap on the plug
