I believe that is part of the emission control valve set. These solenoids cantrol the air intake valves and I believe the evap canister.

This is a vacuum switching valve (VSV). This one controls the ACIS (Acoustic Control Induction System). This valve diverts vacuum to the actuator on the left side of the intake (follow the rubber hose). This happens at approximately 3800~4000 RPM. This changes the length of the intake runners and uses sound waves (that's the acoustic part) that are generated in the intake and bounces them off the rear chamber wall. The resulting reverberation of sound waves forces air into the engine. This increases power at higher RPM's. This system was developed by Toyota engineers in 1991 for the 1992 Camry 3VZ-FE V-6 engine. The system was so successful that it was then used on many Toyota engines since then and is still used today. This VSV can be found at many scrap yards from any Toyota engine that has an ACIS system.
