Are they fog lights ?

Have a 2000 Avalon XLS, noticed the lower front lights are not working, checked the fuses and are ok. I know there is a fog light switch on the auto light pod but it seems that when using the turn signal that these would illuminate the road at night when turning either direction, am I wrong about this? The manual say go to dealer when not working but how do I make them work? Looks like the only access is by removing the complete lower plastic cowl.

fog lights

Those are definitely fog lights; they go on and off with the switch on the turn stalk in my '02. I believe headlights also have to be on for fog lights to come on. They do not come on with the turn signal to illuminate in corners.

Have you checked the bulbs to see if the bulbs are still working? (if you have to change the bulbs, they are same as low beams 9006)

Check fuse boxes to see if blown fuse?

I have not checked the bulbs as there seems no easy access to them. The lower cowling looks like its all one piece including the wheel wells. Is there any easy way to access the bulbs ?

If you have long and skinny arms you can unplug through the Passenger side of the engine. if you don't, do same thing as the driver side.

The driver side, you have to get under the car and unscrew the bolts (like 3 or 4) and pull down the plastic cover down and stick your hand up there and unplug.

Driving lights not fog lights

They're driving lights, not fog lights, as they make the fog much worse. They light up the road at the bottom more. There is a second control on the headlight stalk for them, that is just on/off. That's if you have the factory ones. It almost sounds like an after market mod.
