2001 Radio Volume goes up and down

I have only seen a couple post with this problem, but no answer. In my 2001 Avalon XLS, the radio volume will automatically decrease and then automatically increase. I have noticed by reading forums that this is a feature in the radio to help with better sound quality. Well it is annoying and doesn't seem to work very well. Is there a solution to this? I just want my volume to remain at the level i set it.
