VSC + VSC OFF, no CEL?

Hi Folks

I've read a bunch of posts mentioning things to check such as steering angle sensor and some other sensors under the wheel (clean them?). This is a 2000 Toyota Avalon and the CEL is off. I can confirm the VSC does not work even after pressing VSC button.

Does anyone have any diagnostic suggestions to resolve this?

I see there are a few TSBs in regards to this. Unfortunately, I don't know how to view the actual contents of the TSB (only the summary). Does anyone know where the steering angle sensor is located, how to clean and re-calibrate? Thanks
