Engine Immobiliser System Indicator light

I have a 2003 Avalon with flashing red light on the instrument panel. In the owners manual it is identified as "Engine Immobiliser System Indicator" light. What does it mean? With doors locked, it is on constantly.

I didn't find anything on Toyotas with my short searching around but I did find a pdf of Honda, I am sure they are similar, maybe it can point you in the right direction.
