Duplicate Key 4c chip programming

I got a replacement key and got it cut to my original key. So how do i program the replacement Microchip in the new key.

I have tried a million different "rituals" on programming a new transponder key with no success. The local dealer wants 115.00 to make a duplicate, I have called a few local lock smiths and they stated that they weren't able to replicate the key, seems strange to me as almost all late model cars have these keys. I broke down and purchased a programmer and key blanks from ebay and programmed my self 2 new keys. The programmer was about 200 bucks and the key blanks I got for about 15 bucks each. Next time I wont have to go to the dealer, I have done a few friends and family members cars for them. Below is the video for the tool I have.
