Fixing stuck caliper guide pin problem

Just changed my front brake pads to new OEM toyota pads for the avalon. The old set lasted over 100k miles.

I noticed my outer pads on both wheels wears out significantly faster than the inner pads. The inner pad thickness is twice that of the outer pads.

I noticed none of my caliper pins slide freely. Is the stuck sliding pin problem the cause of the uneven wear on the pads?

I've tried all types of grease over the years, but can't seem to fix this issue.

There is an inner ring of rubber inside the caliper, (i believe this is stuck onto the boot covers), and the rubber sliding pins. I think both of this these rubber parts have swelled.

I switched back to cheap lithium complex base grease for the moment. Ceramic, moly, and silicon grease doesn't seem to work that well.

Anyone recommend specific replacement parts for the boot kits? And/or caliper guide pins sets? Should I give the pins a mirror finish to see if it works better? And/or grease/lube recommendation?
