2001 Avalon Steering Wheel Vibration

Hello Avalon Owners ! This is my first post !!! Just purchased a 1 owner 2001 Avolon XLS. No one wanted the 10 year old vehicle at the dealership where it was traded in. They had it for 3 months. I purchased it knowing the vibration was there between 67 and 72 mph. I have balanced the tires twice with no change. Is this a known problem ??? Any help would be appreciated.

Disc runout did it for me.
Ten years, but no history. I'd look at tire psi and sway bar bushings as well.
Torque values for the brake parts and wheels would be after that.
