There's really no need to disable the HID. HIDs typically last 10-times longer than halogen anyway. Besides - when you flash wouldn't you want to deliver the full effect?

i mean if i DON'T turn on the low beam and i just flash the high beam the low beam will come on too, right? so this shortly engage my Atermarket HID (lowbeam), and that will cause effect the life of the HID bulb, cuz HID is not encourage you to flash the bulb since the ballast takes at least 4s to fully light up the bulb. i am looking for a way to keep the lowbeam off when i flash my highbean.

Again - there's no need. When you're flashing, as you point out, the HID bulb doesn't even come up to full voltage unless you're holding it for more than 4 second. This really isn't something you need to worry about.
