replacing 06 front bumper w/08

I'm thinking of replacing my front bumper with an 08 front bumper. I know that I have to change out the fog lights and fog light bezels. I already ordered a grille for the 08. But what I want to know is where do the fog lights mount to. Do they mount on the bumper cover itself or is there a bracket? Any help would be great.

Thanks XXagon, I looked at that and it really doesn't show where the fog lights actually mount to, but I'm assuming they mount to those fog light covers. If someone had the repair manual and can post these pages it would help alot.
8. REMOVE FOG LIGHT ASSY LH (W/ FOG LIGHT) (SEE PAGE 65-22 )
9. REMOVE FOG LIGHT ASSY RH (W/ FOG LIGHT) (SEE PAGE 65-22 )
10. REMOVE FRONT BUMPER HOLE COVER LH
11. REMOVE FRONT BUMPER HOLE COVER RH (W/O RADAR CRUISE)
12. REMOVE FRONT BUMPER COVER LOWER (W/ RADAR CRUISE)
13. INSTALL FOG LIGHT ASSY RH (W/ FOG LIGHT) (SEE PAGE 65-22 )
14. INSTALL FOG LIGHT ASSY LH (W/ FOG LIGHT) (SEE PAGE 65-22 )

The fog lamp appears to be retained within a housing bracket that is bolted to the back of the bumper cover
However, the '08 Avalon may not use the same mounting arrangement, as there were numerous owner complaints of loose fog lights in '05 and '06, leading to a TSB sent to dealers.

looking at an illustration for the 05-07 bumper cover assembly it does show a housing bracket that the fog light sits in and mounts to the back of the bumper cover. in an illustration for the 08, it appears that the fog light mounts directly to the back of the bumper cover with 4 bolts. My mesh grille came in for the 08 bumper so now I just need to get the bumper cover, fog lights, and fog light bezels. I have the e&g mesh grille on my car now but won't need it once i change out the bumper so if anyone is interested in it let me know.
