Traction control actives on slippy surface (when the tires start to lose traction) so I don't think your "wheel spinning" test is valid.

If the wheels are spinning, then that means there is no traction between the tires and the road surface. This is where traction control should be kicking in. TCS on Toyota is very quick to turn on, so if it equipped on the car, then it should have been very apparent.
There's also the possibility of a malfunction, but I believe there should be a TCS malfunction warning, if it were the case.
