Here's a great place to check, the California DMV's web site for vehicular codes.

I was wondering if it's legal to use LED bulbs instead of Halogen bulbs.

Be aware of using anything but a halogen in the high beam slot. The day time running lamps use the high beams, and they are on all the time at reduced voltage. This will most likely fry any LED bulbs. Unless you set to DRL off on the stalk, and turn your lights on manually. You lose the auto functionality by doing that.

Factory brights are 65 watts usually. Anything higher can and will melt some harnesses. I've personally seen the damage a 100 watt bulb did to 65 watt harness. Melted connecters and insulation. Could have caused a fire.

the reason i say to get the hid housings off ebay is because they will aim the beam correctly.

if you use your stock one, you will blind everyone and that is not legal (although not enforced)

if you change the bulbs to higher output halogens, use Sylvania bulbs. the no-name chinese ones will cause damage.
