Installing emergency lights & siren on my 06 avalon

Hi all I am a volunteer emergency responder in my town and i am hooking up my 06 avalon with emergency lights.
so far I ordered 4 pairs of whelen vertex led lights, 2 for the tail lights 2 for the clear signal housing in the rear 2 for the fog lights and 2 for high beams, I also got a rear plate bracket and 2 linear led for the rear.
So I got a few questions.
1)Is there anyone on here that has done this? if yes any suggestions?
2) did anyone ever drill in to the headlight housing on the avalon?
3) are the high beams hooked in to the low beams?(when i turn on the high beams the hid low beams come on)
