HP difference 05 vs 06

Noticed there has been a HP difference in the '05 and '06. the 05's have 280hp and 260tq. The new 06's now only have 268hp and 248tq. There's a loss of 12hp and tq there for some reason. I confirmed this on Edmunds and toyota.com.

Does anybody know the reason? Did they decrease the HP on purpose? Or did they overrate the 05 engines and just correct it for the 06 model year? Or are they rating it with Regular gas now instead of premium grade?

I read an article about the measurment of horsepower and torque changes in this months Motor Trend. It makes the Jap cars look like they have less horsepower where the American cars gone up.
