Aren't you just repeating the specs for th parking brake settings that I just posted?
Those are the service specifications provided by Toyota.
Anyhow, the dealer adjusted my brake and all is well. My car will hold with 5-8 clicks depending on the grade.

Next... You fellas do understand that while you have rear disc brakes.... The parking brake works like a drum brake within the hub of the disc?
This is why someone was able to "back out" when the brake was lightly depressed but the car wouldn't move forward.
