Intake Questions for a 98 Corolla

First off let me say im a newbie to this world...

Anyways I've been considering putting some form of aftermarket intake for my car, but I have several questions about what's what....

1. Do they sell any intake that are legal with emmission stardards [CA]?
2. What's that plastic tube that comes out the side of the intake piping?
3. Can I just buy a K&N cone filter and an adapter and do that?

vvti.net is a great site for us newer corolla owners. I post there on a daily basis. You can also make your self a custom cold air intake that will work great. like hooolala said. None are CARB legal so when you go to smog it you should out the stock intake in place. Good luck and happy modding!
