What are the steps i need to take in order to officially take over the car?

BTW: I live in Toronto, and the car is in London, will I be able to legally drive back to Toronto with the ownership signed? However not having insurance and certification of safety.
All the steps you need to complete before taking ownership are listed in the Ministry of Transportation Used Vehicle Information Package, it's the law that if you are buying a used vehicle in Ontario from a private seller that this be supplied during the transaction. Any MTO office will sell you the complete history of the car if you supply them with the VIN.
The only legal way for you to drive back the car without certification is before you complete the sale, ie: with the previous owner's plates and under their ownership while carrying your existing insurance policy, this way it'd basically be like when you borrow or drive someone else's car. Once you sign that ownership into your name, you'll need to pay the taxes, have certification and valid emissions test, your own insurance plus valid plates to legally drive it back to Toronto. However, you can also tow or trailer it home without doing any of the above.

No way you can legally drive back. Maybe a nice person here on the board will lend you a set of hachi plates so it doesn't look "too" suspicious. Or you're gonna have to do the safety, etest and licensing in London.

From another forum, some have claimed that I can get a temperary permit that lasts for 10 days for $30, this would allow me to drive the newly bought car to get it ceritified emission tested etc etc...

Comets, you can purchase a temporary license plate from the ministry of transportation. Yes it is for 10 days only and it will cost you $30. But I think you have to insure the car still in order to do that.
It took my brother 30 days to do all the paper work for his car, so he kept going back and buying more temporary plates.

to legally drive on the road , every vehicle must have a valid liscence plate or temp liscense, proof of ownership and valid insurance under the owner's name.
if you don't have all three, you cannot LEGALLY drive the car.
ps: temp. liscense DO NOT cover insurance. you still have to insure the car.
I remember now ... what I did with my 86 was that the PO got a temp plate that lasts 5 days. I talked to my insurance company and they either give you an insurance slip OR you CAN DRIVE IT as long as you currently have insurance on another car. Just within the 5 days, take it to your insurance broker and have them print you a slip.
That's what I did and it was all legit.
So to recap:
Insurance - good as a long as you have insurance on another car in your name.
License - temp plate
Safety - later
Etest - later

Hence, if I am to use that insurance, the ownership signed over should be to my parents (with their signature too on the ownership). However, they won't be joining me on the trip, hence I have to get my own insurance under my own name, which will be $$$ under 25.

yup completely understand....was in the same boat.
either transfer ownership to parents....or start your own policy...unfortunately, those are the only two options
Have you spoken with your insurance company? Because I know that with mine (my insurance is in my dad's name as well) I could just phone them and tell them that I am purchasing a car and ask if they can insure it for the day to drive it home. They are usually very helpful for this sort of thing. And this is State Farm, not some small insurance place. I suggest just talking with them, tell them the situation and they help. Insurance companies aren't always the bad guys.
I have talked to my agent, and the only way now is to start my own policy and get the new car covered to drive home from London, and the ownership will be signed over to me.
