I found on my 82 Rolla Coupe that the gasket for the tail light assembly was old, cracked , and deteriorating. Since I had some silicon sealant(GE Silicone II) I fixed up the old gasket. But it still leaked a little , so I filled in the gap between the tail light and the body so the rain water runs right down from the hatch gutter over the filled in gap bypassing dropping down to the tailight assembly gasket. No more major water problems and water filled spare tire hole.
Since the crimpped metal that the rubber ring mounts to was rusting a little.
I figure water must be wicking through there somehow. There were a few drips and rust trails on the rear body panel. So I also rust proofed, painted and sealed the seam.
So far it seems no more water has been getting in.
