Annoying sound from dash

Its the imfamous sceane "Wanna hear the most annoying sound in the world?"

EHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHH HHHH

Well thats whats coming outa my dashboard right now, the weird thing is, when i do anything associated with my blinkers...(i.e. turn signal/emergency flashers) the sound goes away.

WTF is going on?
