Nope, because theres no pressure inside the intake tubing in a N/A car, since theres nothing to create pressure, thats what a turbo / sc does.
Blow off valve is there to prevent turbine stalling, which damages the bearings of a turbo.
Your friend either is bullshitting or just plain stupid.

depends. the stock 4AGZE has the charger after the throttle body so theres no use to add a bov. some after market scs put the charger before so a bov could be of some use.

Some guys here who have scooters place a speaker in series with their brake lights. Everytime they break, they make a turbo like sound - static turbo lol. You could put one with the timing lights maybe?

bov is used to modulate the drastic change in pressure when letting go of the throttle. some extreme tunings with sc would probably be using that.

Its not used to modulate pressures, but to keep the turbo from stalling like I said previously. Nothing else. You can run a turbo car without a bov, but your turbo wont like it.
SC cars its rather a matter of choice as you dont really need it.

at WOT on a n/a car there is 0 pressure... normal driving and at idle you will be in vaccuum. "Boost" is considered pressure.

So a bov makes sure that the pressure between the turbo and the throttle doesn't exceed the point where it would start doing any harm. It's supposed to relieve the system of the drastic increase in pressure when the throttle is suddenly closed while the turbo is spining (taking more air:increasing pressure).

Not always, that car in the pic i posted up used to run a smaller BOV on the first time at the track the BOV couldn't vent fast enough, and it blew all the intercooler piping. Hence the massive one on there now.
