93-97 Charging voltage

now my lovely lemon is having electrical issues, the alternator seems to be outputing 14.8 volts to me seems a little high,

may be connected to my buggered starter?

I have electrical "bugs" here and there, specially with the starter not wanting to start once a while. I thought alternator were supposed to output OVER 12V if you go under 12V then it was bad, at least that's what I was taught before anyways. The voltage guage on my car is always over the middle, about 14V or so, as soon as it goes under the middle I know I have problems.
