94 Corolla power steering rack

Hi

I drive 94 Corolla w/ 114k miles on it. It car has been making noise when turning left or right. Also it's been leaking small amount of oil/fluid for couple of weeks now. I showed it to local mechanic. It turns out that it's leaking steering fluid from Rack & Pinion. He recommended engine steam clean as it's been really messy at the bottom due to leak & dirt accumulation. He also asked to replace steering rack and pressure hose. Labor & parts included, it's going to cost close to $1000. Ouch! Here are the parts:
Steering rack remanufactured ($350) pressure hose ($160) Engine steam clean ($65). Rest is labor!
My question is, are the parts prices close to normal esp. the pressure hose? Labor for removing & replacing steering gear is $300 & that for hose is $85. Are these rates normal?
