poor gas mileage - fuel smell

Gets consitently poor gas mileage from 15-18mpg
Ive replaced spark plugs and air filter. Tires are properly inflated

Ive noticed that with the hood open, there is a gas smell; don't know if its normal or not

Thinking I should replace the fuel filter but it seems like a bitch







Other problems Im dealing with: heavy shake/vibration in reverse only, mysterious power steering leak, lack of power

The fuel filter could be clogged, but I'm betting my money on either the cat or the O2 sensor, my 90 GTS passed emissions last year but very tight. My 89 GTS passed after a cat replacement but it didn't smell of fuel. The 90 GTS on the other side does smell like fuel a little and I get somewhat poor gas mileage.
