It is caused by vibration of the brake pads and calipers. Yes, It is possible the shims and things may work to stop the noise. What brand of pads are installed? Just my 2Cents is that the best quiet pads for a Toyota Vehicle are Toyota OEM pads. I have never had a set squeal like the aftermarket pads.

the stock ones are the best, so I would look at the calipers. Is there any grooves in the rotors? That could be caused my something!
