EGR flow insufficient WTF

I have been working on my moms 97 carolla for the last week trying to fix this problem. Well first I replaced the EGR valve itself and cleaned up all the buildup in the ports, and then i reset the codes, and the CEL cam back on with the same reading. So I took it to toyota and they said it must then be the EGR vacuum modulator. So I replaced that too and reset the code again. This time it would rod knock at light pettal pressure, then just a few min ago the code came back and the knocking stopped. WTF is going on here. I did a little searching and found nothing, but I will go back to searching while I hope this gets answered.

Little update, the CEL cam back on and it stopped knocking, so I went and got the codes pulled again, and it was the same code. I pulled the EGR valve and checked all the passages again for buildup and nothing. I guess I will try new vac lines for theis vacuum modulater thing.

I had the same problem on my Camry and there is a good thread on the Camry page if you search for egr valve. But the othere part that usualy goes bad is the vsv (vacuum switch valve) and if it's like the one on my Camry it difficult to get to but both the vsv and modulator had to be replaced in my case.
