Question 99 corolla electrical problem?

Hi all,

Hoping you can help me track down an electrical problem with my 99 Corolla CE.

A few days ago I went to shift into drive and the shifter was locked. I figured it was a blown brake light fuse because this happened in my 95 4Runner once, but that doesn't seem to be the problem. I have pulled every fuse I could find and none seem to be burned out, so I'm starting to question my own vision... I looked in the fuse box by the battery, the one up in front by the headlight, and the one under the steering wheel behind the change box.

All the symptoms:

Cannot shift out of park without depressing the over-ride button.
Brake lights and rear tail lights do not work, but turn signals do work.
Console (speed/gas meters) backlight does not work.
Power windows do not work.
Power locks do not work.

Headlights, turn signals, radio, dome light, blowers, a/c, etc all work fine.

The tail light bulbs dont appear burned out either.

Any suggestions?

Here is what you check for each of the systems. Trying to see what is common between them all. Perhaps Integration Relay or perhaps the cluster. I'd recheck every fuse with a meter to make sure they are all ok...

Taillight does not light. (Headlight is normal)
1. TAIL Fuse (I/P J/B)
2. Taillight Control Relay (I/P J/B)
3. Integration Relay (I/P J/B)
4. Light Control Switch
5. Wire Harness
Stop light does not light up.
1. STOP Fuse (I/P J/B)
2. Stop Light Switch
3. Wire Harness

Speedometer does not operate.
1. Vehicle Speed Sensor
2. Meter Circuit Plate
3. Wire Harness
Fuel Gauge does not operate or abnormal operation.
1. Fuel Receiver Gauge
2. Fuel Sender Gauge
3. Meter Circuit Plate
4. Wire Harness

Power window does not operate (ALL).
(Power Door Lock does not operate)
1. POWER M-Fuse (I/P J/B)
2. Power Main Relay (I/P J/B)
3. Wire Harness
”Door lock system” does not operate at all.
1. POWER M-Fuse (I/P J/B)
2. CIG Fuse (I/P J/B)
3. DOOR Fuse (I/P J/B)
4. Integration Relay (I/P J/B)
5. Wire Harness
