HC is unburned oil and gas in vapor form. A common cause of high HC is ignition misfiring. Fouled plug(s), bad plug wire(s), too lean or rich idle adjustment, vacuum leak, low compression, and bad exhaust valve(s). Sometimes replacing a single bad plug makes all the difference. Oil burning is caused be worn guides, rings, cylinders, bad PCV.

A high engine HC will be hard on the catalytic converter due to higher working temps. A three-way converter that is failing or has failed will cause a higher HC.

Check anything that would affect engine performance. Things such as timing, choke failing to completely open, dirty air filter, engine coolant not a normal operating temp. Having clean oil will lower HC emissions a little. Make sure the engine is warm when tested.

I thought there were autoshops that could test your emissions before the official test.

first test at garage:
15mph HC max152 measured 231 co max 91 measured 3.82
35mph 127 259 .71 3.92

then i replaced plugs and air filter, oil, added techron and marvel oil to gas, and restore and marvel oil to crankcase oil. retested at test only facility on dyno and got this:

15 mph 298 4.88
25mph 209 2.17

then tested compression and got 190 on all cylinders, but found a bunch of vacume lines burned through. (carb guy didn't spot these... hmmm.. ) have replaced vacuum lines and might set timing if i can find a light. btw, car only has 44k on it. going to test again since fixing vacuum lines and will report back. thanks for good info.

Yea no kidding, as long as your car isn't a 96 or newer in NY, they don't check much of anything for insepction. I passed with holes in my exhaust, no speedo, a gas leak, all sorts of crap wrong with the car. All they checked was lights, mirrors, tires, and brakes. Also made sure I didn't have cracks in my glass. Never even popped the hood.
