Bumper?

About a year ago, I put a crack in my 2002 Corolla's front bumper (the plastic part), and I'm finally getting around to having it replaced. My question is that I like the look of the 1999-2000 front bumper better, and I heard that the body was the same from '98 through 2002, so could I use one of the earlier style front bumpers on my car? Would it fit?

98-2002 was the same body style BUT 98-00 had different headlamps, tail lamps, than the 01-02 so you're basically out of luck as the headlamps are a different shape so the bumper won't look ok.

with changing headlights wouldn't he need to change fenders and hood also?

That's right, the hood is somewhat different and so are the fenders. I agree, just get the bumper for your model, most people upgrade to the model you have, not downgrade anyways.
