There are a few reasons for this. I have a 93, and the belt used to drag very slowly back into its housing.
If your belt is completely locked up, the spring that holds the locking mechanism has either come loose or has broken. There's also a pull mechanism in there that sometimes fails. This mechanism works on the stopping force of your car, and locks the belt. You will need to pull off the interior plastic that covers the locking mechanism. This is located between the front and rear doors near the floor. The innards are a bit complex...but since your belt is already useless you have little to loose.
From there, several reasons exist why your belt has locked up. With some mechanical knowledge and patience (and perhaps some WD-40), you will probably figure it out.
If there's no easy fix to the situation, I would suggest heading to your local junk yard and finding belt housing mechanism that is in good working order. May also be the safer option.
