A "BOOST" controller is for a turbo or supercharger, so that's a NO.

Fuel management, unless you got some internal mods done to your motor, you'll never gain that much power.

Fuel management isnt needed until you really change the parameters of the engine.
Boost control controls the amount of boost a turbocharger builds, it opens the wastegate, so no it wont work in your car.

You wont get it with headers and sparkplugs, sparkplugs give you zero power increase.

20 hp? Thats gonna take a researched cold air intake design (one that actually works, not an ebay short ram), Header, downpipe, full exhaust. Even so, I dont think that will net you near 20 hp, maybe 10 at the most.

Spark plugs and plug wires make no difference. They only help if the wires you are using are toast and have built up a ton of resistance, or they are damaged.

Just remember, the power is in the head. That goes with ANY motor.
