Aaron,

The easiest way is to use the lasso tool to go around the wheel arches and the area above the lowest line of the car. Once you have made your selection with the lasso tool, copy, then paste (this makes a new layer). Now move the layer down as much as you want to create that lowered look.

As for the wheels...get your favorite pic of the wheels you want to use and transform it until it fits right in the wheel arches.
