Slow starting 99 Corolla

When I turn the ignition key, it is slow turning over, but evenually starts. No clicking and I replaced the battery and problem continued right away (new battery had no effect).

Does this sound like a starter, cables, alternator or something else.

Any help would be appreciated.

215,000 miles on car, never replaced any electrical items other than battery.

Will it turn over faster if you jump it? If it turns over faster when you jump it, it's probably not a starter problem.
