Question Over Drive??

What should over drive be used for (conditions, etc) for a 1992 Corolla Sedan??

auto? Then put it in D and leave the overdrive turned on. Thats all you need to do.

OD on usually saves you a little bit of gas, mostly on the highway though. You can turn it OFF in the city if you want and you will get better acceleration due to 1 less gear to shift, but you will see the diff in gas mileage.

Is there a speed limit above which the O/D button is recommended to be activated, could there be any damage caused if not deactivated when on lower speeds?

No, O/D on simply allows the transmission to shift into overdrive when it's appropriate. If conditions do not warrant the use of overdrive (i.e. too slow, going up a hill, etc) the overdrive will not engage. All you need to do is leave it on and let the car make the decision.
