I think the seal you are refering to is the paper gasket with four bolt through holes and a drain hole that goes between the wheel bearing and the bolt plate.
I thought the seal you quoted a price for was the round rear axle oil seal that is installed in the axle before the wheel bearing. According to the Hayes manual it needs to be installed at a depth of 5.9mm. In an older Toyota Corolla manual there is an SST - 09517-12010 (Special Service Tool). But from the picture it looks like a regular seal installer.
But I suspect it may be a stepped tool to allow the installation of
the oil seal without having to measure it.

If you can check if this SST - 09517-12010 is available, cost and it is a stepped seal installer. Since special Order SSTs are not returnable and a commercial seal installer that can be made up with the discs will most likely not be close to 5.9mm.
Some Mechanics may just pound the seal in flush then use a punch to drive it as best they can to 5.9mm. But that is very time consuming if you want to get it done just right and proper without causing the seal to go out of round. I found the seal on the left side I had replaced was not put in squarely.
