Canada carb issues.....

today i did a full tune up on my 86 nova aka rolla ... pulled the plugs n discovered that they were all fouled with white crud... so i checked the oil n no milkshake... n im not loosing anti freeze...one of my co workers said it may be running rich .... so i finnshed my thing n even checked the timing .. which was right on the money .. i fired up the beast n got a big puff n it smelled of gas really bad...ive checked im my haynes manual to find out i have to take the car to a toyota dealer for this problem .. to adjust the mixture... is there any way of doing this myself ??? or get one of the mechanics to do it???? . my car originated new from the coast . vancouver area... could this be the issue ???? seeing as ive been living in the interior ... altitude difference????? n ive also noticed that there is a few breakers on the passengers side behind a kick panel ... could these be for the feed back system ????or maybe one of em are toast ?????

any help would be greatly appreciated ... thanks

white crud on the plugs? Sounds like an oil burner to me.
Rnning rich = black sooty plugs.

Check the link below and match the condition of your plugs.

If now at a higher altitude, the engine would tend to run richer.
