2004 Corolla Seat Belt Issue

Hello, i'm new to this forum, but not new to forums. I have a friend who owns a 2004 Toyota Corolla CE, and just recently, he had a front end collision with it and the air bags deployed and everything.

So he took it to a shop (his buddy's shop), and replaced the whole front end and put in new airbags and what not. However, when they replaced the passenger seat belt, for some reason it was not retracting and either it would get stuck when pulling on it, or it simply wouldnt budge when pulling. So the friend went ahead and got a different seat belt to see if it would solve the problem or not.
Second time around, STILL, the seat belt doesn't work. But this time he couldn't pull on the seat belt. My friend went ahead and attempted to fix the problem himself, he managed to pull it apart, but now he's finding himself stuck because he removed the part where it rotates when you put the seat belt on (held on by a bolt), but because the slider is down, and it wont go back up he can't put the scew back-- and now neither the slider (that goes up and down) nor the seat belt itself move at all.

Any ideas? If anyone has replaced a seatbelt for this year, any tips in how to put it all back together?
