Exclamation Problems changing serpentine belt

This is for our 1998 Corolla CE. From my research with the search engine in this forum, it states that the 19mm bolt from the tensioner pulley should be loosened in order to loosen and remove the old serpentine belt. However, in our Corolla it appears that this 19mm bolt is not a real bolt; rather, it's welded to look like a bolt attached to the tensioner pulley. So it confuses me on how I should go about as far as removing this 19mm bolt. Also, right next to this bolt is a 17mm hex nut on the tensioner pulley. I tried to unscrew the 17mm bolt but it won't budge, not even after penetrating it with some WD-40.

So I'm at a loss right now, and I need some serious help as I'm hesitant on bringing the car to the dealer and get raped on the charges for the belt work. What should I do at this point?

On my 01 Corolla, you can put a wrench on the 19mm bolt
and turn it. The bolt below it is a pivot point. Turning the 19mm
actually turns the arm because it is soldered on it. Turning
clockwise, the pulley should go down and the belt gets released.
I did it with a one feet breaker bar and one hand only.

Theres not much to it really. The bolt thats welded to the automatic tensioner is the one you want to put the wrench on. When you pull on it (towards the front of the car) the tensioner should release tension on the belt. There is no nut or bolt that you actually have to take loose. When you release the wrench, the tensioner will spring back to its original position.

Thanks for the replies everyone. I took a trip to Advance Auto Parts, got myself a loaned 3/4" box end wrench, and was able to turn the 19mm bolt on the tensioner. Holy crap, you seriously need the arms of Hercules in order to turn the bolt In any case, I removed the old belt and replaced it with a new one (Goodyear Gatorback). Glad that that's done!
