I'd say thats greatly exaggerating. That valve basically is an idle-up valve when the engine is cold. Then it closes the valve lowering the engine speed. Air flowing through the TB wont really get heated up that radically, it really doesnt have any correlation with real life perfomance.
Besides why buy an "kit" from ebay, when that thing basically is just a hose, get it basically with few pennies.
The claims on the site are horseshit aswell.
I basically wouldnt even bother....
