Question idle

we got a 04 with a 1zzfe we put a reman motor into and it idles like it has a huge cam in it, rump, rump, rump, rump, drives good until you stop and it just drives ya nuts at a lite in drive, we checked for vacuum leaks and i put a new 02 in it and it sets lean codes almost right away, i have noticed that the gps reading on the mass air seems a little low at idle at 2.5 or so gps and i did clean the hot wires up, i was wondering if the vvti was stuck?

yeah, they popped a hose and cooked it, anyways i figured it out, the guy misrouted the vacuum hose that is supposed to go to the vsv to the nipple on the airbox under the big intake tube
