99 Corolla headlight issue

DRL come on and stay on like they're supposed to. When it becomes dusk and they transition over to regular headlights. The headlights do not come on. High beams do not come on either. Went to junkyard and replaced HL relay, DRL relay, DRL module, and switch. None of these fixed the problem. Does anyboy have any other suggestions?
Thanks

Are you able to turn on headlights manually?
