Timing belt tensioner adjust stuck

In the middle of a water pump replacement morphed into timing belt job. Haynes & AZ say to loosen the belt tensioner and move it to the left to take the belt off. Is this the 14mm bolt in the middle of the tensioner pulley? Cause mine won't budge and I want to make sure this is the right way to loosen it before I start breaking things.

no.....do not pull that out. the tensioner you are looking for should be on a swivel. you can pull the staionary one if ya want but good luck getting that thing back on once you are done.

Thanks, figured it out. It's the timing belt tensioner on a 90 Corolla, apparently a gorilla at the factory tightened it but I got it loose.
