Is your engine stock? If it is you wont need it.
Adjustable fuel pressure regulators are mostly used in turbocharged cars where you need to set the base fuel pressure at a different level than stock.
Anyhow its pretty easy to install, you basically replace the stock regulator with it.
If you are trying to cure a lean situation, you might try using a different set of injectors. The Paseo and Camry injectors have a higher max flow and same resistance as the 4A-FE, but I am not sure about the 7A-FE.
The chart below I coppied off a Tercel Resources web page. I used it to find upgrade injectors for my Tercel(Paseo engine). After putting on headders and a free folw intake it was running lean. I put in Camry (3S-FE, 200cc/min as opposed to 185 cc/mim for the 5E-FE) injectors and it has made quite a difference. The plugs are no longer white, they now have a slight tan color, and my accelleration is better.
If you could find out what is the resistance of the 7A injectors, then this might help you select an alternative.

why run larger injectors in a stock engine situation??? there's no reason, especially since toyota uses a duty cycle nowhere near it's max....
Not stock. Headder, 2" pipe all the way, free flow intake filter = Lean - White plugs - Poor accelleration (accellerates better with part throttle than full throttle).
Camry injectors installed = tan colored plugs, better accelleration.
I hear what you are saying, and in theory you are correct. Something might be wrong with my setup that I haven't found yet, but for now I know that my mixture is closer to correct than with the stock injectors, from the color of my plugs and the throttle response. (less chance of burning my exhaust valves)

just running those bolt ons isn't going to out-perform your stock electronics..... if your injectors were causing it to run lean and poor.... then:
1) maybe get better plugs
2) maybe your coil is shot
3) maybe your o2 is bad
4) maybe your fuel filter is plugged
5) maybe your map isn't reading correctly
and so on.....

1) maybe get better plugs
2) maybe your coil is shot
3) maybe your o2 is bad
4) maybe your fuel filter is plugged
5) maybe your map isn't reading correctly
and so on.....
1) New plugs, OEM spec.
2) Swapped out coil, ignitor and complete distributor troubleshooting other problem.
3) New O2 sensor.
4) New fuel filter.
5) Swapped out map sensor troubleshooting other problem.
