98 Corolla anti-theft Alarm problem

My dad has a 98 Corolla that the alarm will not disable. The remote was intermitent even locking the doors so I was using the key to disarm it. This is the factory alarm. I thought maybe it was because the battery was weak so I put a good battery on it and did get it to disarm once. I then disconnected the battery and reconnected it again (the good battery) and couldn't get it to disarm again. Does anyone have any pointers for me to check?

did you try removing the battery from the remote to see if the remote was freaking out or not? if its not the remote it sounds like a bad relay. check under the hood next to the battery.
