Transmission won't downshift

I have a 97 Corolla with 4-speed auto w/ OD and lately it's been refusing to downshift, even with the gas pedal floored there is a 4 or 5 second delay until it starts accelerating.

It feels very sluggish and I can't get up to speed on the highway quickly enough to merge safely. Any help is appreciated.

Change in tranny fluid might be beneficial.

See if the engine/trans setup has a downshift throttle cable going from the throttle pulley to the trans. This tells the trans the throttle is fully open. The cable can get out of adjustment.

The transmission fluid and filter was just changed a few months ago.

How would I go about adjusting this cable? Where can I find it?

Just a thought: May be you should also clean the throttle body and plate? Google is your friend.

When driving on a hwy the trans should kick down when you floor the pedal, if not there is a problem. Start looking at the throttle body pulley there may be two cables, one going to the pedal, the other to the trans.

Checked out the cables, there seems to be no slack in them at all, no need to tighten.

Is there any other possible culprit?
