Cam timing off on 20v?

Ok so a mechanic told me he thinks my cam timing is off. He said so because of where my distributor is. (it's set at 10d)
But he told me if its at 10D, it supposed to be kind of in the middle.
Anyways. I turned the engine to TDC and the cams lined up nicely with eachother and with the valve cover. ( so i presumed the timing was correct? )
So with that, I switched on the car, and put a timing light to blink on the cams. I noticed that the timing (dots on the cams) was coming in before the marks on the valve cover and also, the cams weren't lining up. Is this normal?
I fine the car is sluggish, some people tell me, they can hear the pitch of the engine change when VVT comes in, but I dont hear a difference, and I know its working.

Any advise, help, words? anything anybody?

You dont check cam timing with a timing light, thats for crank timing.
As far as your mechanic, if the timing light says its 10degrees, its 10degrees, doesnt matter what way the distributor is, its possible that theres manufacteuring tolerances, thats why you turn the distributor to compensate for that. If everything at TDC checks out, then its ok.
