Question little change area to left of steering wheel

2001 Chevy Prizm (base model)

to the left of my steering wheel, right next to the twilight sentinel thingy to adjust lighting of dashboard, i have a small coin holder that looks like its meant to hold parkway tokens

i was messing around running a few wires from my Sirius radio to the normal radio, and noticed that there were a ton of wires there

why are there wires hooked to the back of my change holder?

its just a piece of plastic, with a plug hooked into it

on corolla's or the LSi model is there something else there?

if not, wtf is it for?

here's a link to some pic i found online of where the piece is

its that little change thingy to the left of that knob
