1995 instrument panel help

So I just got my 95 corolla dx running this week and I have been doing some general repairs/maintenance sense then. Some reasonh my instrument lights don't work though, Iv checked the fuses and even the lights but thats not it. Isnt there some kind of module behind the dash for all this? There was a 25amp fuse plugged into a 15amp breaker so I was thinking it blew the module. Help please!

Could always be something easy to overlook, like the dimmer wheel being all the way down. Don't know about the module, I never tried to trace the three plugs from the back of the cluster. They look like they probably go to the ECU, though, which is down at the bottom of the center stack.

I keep hearing on other forums check the ground wire, But where can i find that on my model?
