Can anyone identify this component?

What's the thing near the middle of this pic?http://www.geocities.com/djh_nz/car.jpg

This is fitted in the engine bay of a 1994 AE101 Corolla. The engine's a 4AFE.

There's no mention of it in the the repair manual.

Has three wires connecting to it and there's a removable rubber plug in the end of that cylindrical peice that sticks up.

Any thoughts?

looks like something used to adjust idle, but I could be wrong.
