1998 Cooling Fan

Hi, I have 1998 Corolla. The cooling fans are always on, even with the car not running with ignition key on.
I took the car to a garage. He hooked up scanner and nothing showed up.
Has any one seen this before.

A scanner wouldn't show why they're on.. you need a new mechanic as obviously this one failed to see a possible electrical problem.

I also have a 98 Corolla with the cooling fan running continuously. Is this normal?

Replaced AC switch.

I think both the A/C pressure switch and the radiator fan switch will cause that. It is a fail-safe-on system. If you loose control signal to the fan it will keep running, that way if your fan switch switch goes bad or the wire breaks, the fan will run to prevent overheat at a stop. Some Toyotas are like that.
